You can run it with 8MB.  Depends, of course, on the size of the
System.  I wouldn't go less than a 4MB partition.  5MB is better.

MCL occupies around 2-3 MB on disk, plus ~2.6 MB for the library, plus
~10MB for the on-line Apple DocViewer documentation. 15 MB total.
