In English, yes.  In Esperanto, however, it is customary (though not 
"official") to distinguish between such pairs of names by adding -i- to 
the root of one of them.  Typically the city takes the bare root, the 
state the one with -i-. 

Thus, I am writing this in "Seatlo, Vasxin[g]tonio", because I am a 
"vasxintoniano"; if I lived in the "other" Washington I would be a 
"vasxintonano", i.e. a "kolumbiadistriktano".  A New Yorker from NYC is a 
"novjorkano"; one from Yonkers or Albany or Buffalo (or, incidentally, 
from NYC) is a "novjorkiano". 

States and rivers frequently stand in the same relation as states and 
cities, thus, the Missouri (River) is    "Misuro", while
              (the State of) Missouri is "Misurio",
ditto "Misisipo - Misisipio", "Kolorado - Koloradio", etc.  However, 
since identified river dwellers are less numerous than city dwellers, 
this last observation is less pertinent to the thread.
