Not anymore than requiring people to start every phone conversation with the 
words :"Watson... I need your help" or something similar.

English is temporarily the dominant language on the internet. However,
most of newgroup hierarchy is duplicated locally in many countries, in
the local languages. In the past few months %20 of the new web sites were
non-English. what's the point - people are using the internet to communicate 
with eachother, every group of people will communicate in the language they
find it most convenient to communicate in. 
Are you one of those people who expect everyone in the world to speak English
just for your sake? (just because they speak English on every planet 
the Enterprise visits...)
Anyway if Exon's followers have their way (every administration will have its
Exons) English might even become extinct on the internet.
