Try the WinVisionPro from Quanta/Intectra (FAX (416)967-8836, Mountain View, CA), which can grab 1280*1024*24 bits and 
some lower resolutions. This capture board has 8/16 bit ISA bus and there is a PAL as well as a NTSC version, it has S-video 
and composite input. The only problem is that there is not yet a TWAIN driver for the PAL version (is to appear soon).
