MBE or IMBE is normally associated to a company called DVSI
which is founded by some MIT persons and is located in 
Boston/Cambridge, MA or surrounding area.  I am not sure
exactly their location, bu I just looked in the Boston
area phone book, and there is no listing for DVSI.  Therefore,
you might have to call directory assistance (617) 555-1212
and ask if they can find DVSI in the surrounding area for 
you.  Good luck.   I'll be EXTREMELY surprised if they 
would give you any src code.  They hold on to src code 
to the point that they even forfeited a chance to have
their IMBE coder officially selected as the ETSI (European
Telecommunications Stds Inst.) speech coding standard
for TETRA digital trunked radio.  DVSI could not agree
to publish an ANSI-C bit-exact software implementation
of the IMBE speech codec.
