The PCLX card from Laryngograph Ltd is a high-quality 16-bit analogue
I/O card that can do 'simulataneous' (sic) play/record but costs about
750 UK pounds.  They're on + 44 171 387 7793.

The list of cards that can play and record simultaneously includes;
    Turtle Beach Multisound
    Turtle Beach Tahiti
    Turtle Beach Monterey
    Digital Audio Labs CardD+
    Gravis Ultrasound Max

Turtle Beach have their own proprietrary architecture which uses shared
memory to talk to the card. Other manufacturers use 2 DMA channels to
achieve simultaneous record and playback.
