Learning *is* iteration; building connections and embedding links. In the
absence of symbolic structures by which to carry out the task, emotionality
and physiologically-mediated tropisms must be profound templates which ensure 
that the path which a locus of learning traverses is broadly the same; an dthat 
the things which are learned are suitably re-inforced. Hebbian systems without 
"Ow!" and "Ah!" are hard to conceive in a naive, pre-symbolic system - computer 
or newt. 

(A non-political flourish, that last.)  :)
