That is somewhat out-dated behaviorist dogma that claims any study of
"mental state" is irrelevant and unstudiable.
Although a full understanding of "consciousness" remains elusive,
scientific psychology is chipping away at important parts such
as sensory awarness, memory and the like.  Some day a sufficient
set of mental processes may be understood well enough to label
it consciousness.  No magic required.
