  As regards telling the starving child that we wont.... etc.
Sometimes you have to be cruel to be kind.  If he's constantly waiting for 
a handout he has no time to go out and gewt his own food.  The handout has
to be tempered with a hand up.  (anti-liberal that I am I prefer letting
the hand up be enough and wait for nature to sort out the bloody details)
