These are the folks who make 
the tapes of the sessions.  You want "How I almost ruined Civilization" by
Sid Meir.  It would be either 1994 or 1993, I forget which.  I don't have
my conference stuff at hand so I can't look it up right now.  Buy the tape
and hear what he has to say.  He talks a bit here and there about the
cheats and why they are in there, along with other game balance stuff.
