I've used PCBUG successfully on hc811e2's.  I've used it with the
XIRQ attached and unattached, but you should try attaching XIRQ to
PD0 if you haven't been able to get it to work otherwise.

Are you sure you have the TxD and RxD lines connected correctly on
your DB connector?  Try swapping them just to see.

I own a couple New Micros boards (not E9's) but have never had a
reason to use PCBUG on them.  Don't you have BUFFALO?  Or isn't
there an EPROM socket?
