Hi, I'm just two steps behind you in building my Rug Warrior board.
I have everything in place except my CPU, because I'm waiting for
Digi-Key/UPS to ship me a socket for it.

You mention that you've tested the Tx and Rx lines and they're
working correctly.  Do you connect Tx on your host to Tx on
Rug Warrior, and host Rx to RW Rx, or are you switching them
around?  (see my previous post).  Your problem might be as
simple as this.

You also mention that you're not using the Low Voltage Inhibit chip.
What are you putting in its place?  If you're not using the
LVI, how are you holding ~RESET high?  Make sure you're doing
that if you're not.  I have an extra LVI and I would be
happy to send it to you if you cover my mailing costs, but
I didn't have a problem sourcing it at my local electronic
parts store.  (I know about mail order : forget it!)

Also, just a stupid thought : are you starting up the board in
download mode???
