I am working on a design project, where a set of rotors, and stator blades 
 are spinning at high RPMs.  This system is balenced by a spring on one
 side and a hydraulic actuator on the other.

this system fails whenever the 3 phase pump motor loses a phase, due to random
electrical disturbances.  After this occurs the hyd. actuator loses pressure
and all the rotors crash the stators.  To brake the system takes 35 sec.  The 
system crashes in 1 sec.  To prevent this I would like to mount solenoid 
valves onto the actuator so that incase of failure the actuater would not
lose pressure and therefore the system would not crash.  

Que- Where can I find HIGH SPEED solenoid valves capable of stopping 
a pressure of 3000 psi, in one second?
