I believe the constellation is currently at 23 of the 24 satellites.

GPS signals don't travel well through buildings.  If you are indoors,
the problem could be related to satellite position relative to windows
and metal support structures.  Outdoors, satellites low on the horizon
can have signals blocked by buildings, mountains, trees with leaves, etc.
