Not exactly a robotics question, but somewhat related:  Is the
GPS constellation of satellites complete?  My experience with
GPS says that you can lose track of all satellites at times during
the day, and see 8 an hour later.  It occurred to me that the final
constellation may not be complete, so that 'thin' spots where future 
satellites will reside might be the problem.  I'd like to know if 
this is a permanent problem, or if it will go away.

This relates to robot navigation, hence this group.
