Motorola makes such a chip:    Part# MC33030.

The servo controller/driver is a pretty fancy servo amp but can
only handle 1.0 Amps.  For higher current you will have to provide
an external power H bridge.  For 1.3A this would not be difficult.

For more info on this device, look at the Moto Linear/Interface Devices 
data book - page 4-339 on.  Along with specs, they provide a number of 
interesting application circuit examples.
