This is actually a NTE1857.  The packaging says "Replaces EGC1857."
Since both NTE and EGC are in the replacement parts business, it seems
to me that this must be a replacement for *something*.  Unfortunately, I
can't find it in any cross-references (not even IC-Master).

Some of the lines are pretty easy to figure out (GND, L1-L4, step, and
rotation are obvious, and I assume that Vm is the input voltage for the
motor while Vd is the input voltage for the chip), but if anyone has a clue 
as to what the BIAS/SET, PHASE A, CLK, and OIC lines are for, please let 
me know!  I'd like to minimize the chances of burning up a $7 part or one 
of my computers... .
