Well I'm happy to take any chance of earning money with my hobbies, or taking
the first steps towards that goal. I usually start projects, but i always get
more ideas than i can program out in my spare time, so i drop.
Doesn't sound exactly like what you need, but what the heck!

What is your objective in creating the AI ?
Do you want it to play so that it wins, or do you want it to
play to make a balanced and entertaining game ?
Shall it be smart, or is it enough if things move ?
Do you have production ? Do you want people to play the game more than once ?

BTW: There is a book about empire Deluxe in which they explain how they set up
their AI.
