Ah yes, the legendary Waterloo AI exodus. I don't think US funding money 
was the reason --- most of those who left are now at *Canadian* schools.

The best over-all AI department in Canada is almost certainly at the University of Toronto. SFU is another good place, although different schools are strong in different areas of AI, so it's hard to generalize.
