Suspiciously, your response looks like your are trolling for flames.
But as a member of the Editorial Advisory Board of NeuroVe$t Journal
I'll take a crack at responding to your post.

NVJ is not meant to be a replacement for IEEE TNN, Neural Computation,
or any of of the other more academically inclined journals.  NVJ is
meant to be a bridge between NN practitioners in the finance and CS
communities.  As anyone working on financial problems can attest to,
many CS people are lacking in knowledge concerning financial issues,
while, at the same time, many people in the financial community lack CS
experience.  In this regard, I believe that NVJ does an excellent job
at fulfilling the needs of it's target audience.

NVJ also provides a service role to the NN community by sponsoring the
International Nonlinear Financial Forecasting Competition.  The
panelists for the competition are:

        E. Michael Azoff, Themisto Numerics Ltd. UK
        J. Doyne Farmer, The Prediction Company
        Gary W. Flake, Siemens Corporate Research
        Donald Hush, University of New Mexico
        Victor E. McGee, Dartmouth College
        John Moody, Oregon Graduate Institute
        Paul Refenes, London Business School
        Timothy D. Sauer, George Mason University
        Manoel F. Tenorio, Purdue University
        Andreas S. Weigend, University of Colorado
        Halbert White, University of California at San Diego

As to your claim "... written by unqualified people who don't even know
what they wrote ...", I would counter your statement by the fact that
some of the people listed above are considered to be very important in
the NN, statistical, financial, and physics communities.  While these
are not the typical authors in NVJ the fact that they are strongly
associated with the journal waters down the validity of your statement.
Moreover, Azoff, Tenorio and White are also on the advisory board of
NVJ as well, and they are clearly not "unqualified".

Clearly, you (Raymond Lee) should not subscribe to NVJ.  I suggest that
anyone else who is interested in NVJ pick up a copy and make their own
decision.
