I doubt this profoundly.  Stories like this have been circulating since 
before Joseph Smith.  Also, the "North Libyan" language might be a 
reference to the Tifinagh script, which bears an uncanny resemblance to 
the Masonic square Tic-Tac-Toe cypher.  These shapes could have all sorts 
of alternative explanations.
