it is not a proposal, it is official.
It includes regularising of ph, th, rh >f, t, r
            substituting es-zet with ss after short vowels
            regularising the use of e and a-umlaut according to the root
            other sensible but unnecessary details (I haven't kept track
of everything, being far from Germany myself)
It is supposed to be binding in 5 years' time.
