Humans don't understand the symbols of a language either, but 
they learn.
Words are a references to a objects, actions etc.
Fore a computer to understand words it must be able to know 
what they are refering to.
It has to know wath to do with the them.
To be able to make up a sentence, it needs to know the 
language rules.
If it knows synonyme's it can search for a specific meaning in 
a tekst or specific information on example the Internet
