There has been some discussion saying that an AI could not be programmed 
with fixed rules, however you could implement such a system if it 
operated on either an extremely low level, stopping all thought paths 
that would result in breaking one of the tree laws or it could be applied 
at a much higher level and would prevent any action that would break one 
of the three laws. This is not in contradiction to any heuristic or 
evolutionary learning algorithms as it would be a separate layer and 
would have no affect on whether the AI was intelligent or not.
