It should be on ftp.cs.tu-berlin.de://pub/sci/speech/OGI or something
like that.  An already compiled version can be found on sunsite.unc.edu
and its mirrors under ...apps/sound/speech...

An example for the use inside a SR package is svr-ftp.eng.cam.acv.uk:
