I'm not sure what inexpensive is, but I believe that the new
version of SoundEditPro, called SoundEdit16, will do all the
above and more (from what I read in MacWeek).  Contact
MacroMind%Paracomp for technical support at (415) 442-0200.
MacWarehouse (800-255-6227) sells SoundEdit16 for $279.

There's also some shareware that does some of the above
(I recall Sound Mover, Sound-Trecker, and SoundHack having
some of these features - all are available via anon ftp).

You could also use my favorite programming languages,
MatLab and/or Mathematica.  The first two items are relatively
easy, but pitch track algorithms are tough, especially for
noisy speech with multiple talkers.

It matters what kind of Mac you have and what quality you desire.
Older Macs lack sound support, most 1991+ Macs have mediocre 
8-bit 22 kHz mono built-in sound, and A/V Macs have good built-in
sound.  MacWarehouse (800-255-6227) lists MacRecorder Sound System
Pro (also by MacroMind%Paracomp) for $189.  There are also other
sound cards to choose from - like AudioMedia and PAS-16 which are
popular in the midi world.
