	The problem this domain is designed to solve is planning for a
political campaign of some sort.  It could be any sort of campaign, anything 
from a presidential campaign to a campaign for a specific piece of legislation.
It allows the user to specify the locations to be travled to, and what the 
vote numbers could represent.  It takes into account the ammount of money and
time you have, as well as your political orientation (ie. liberal or 
conservative).

	The problem has taken about 40 hours to bring it to it's current state.

	The only domain that I can think of that Campaign is simular to is 
the schedworld domain.  The time representation is the major simularity.  It
seemed like the most logical way to represent time in the Campaign domain.
One difference between the schedworld and this domain is that some operators
could have dire effects on the campaign.  There are some operators, such as the
make commercial operators, that effect very large portions of the current
state.  The contingencies in each location are always being updated, so that 
you must be careful not to stay too long in one place or you may lose too many
people in other places.

	The representations of both time and money were taken form the Schedworld along with
the functions for the manipulation of this data (see the functions file)
