Are there circumfixes in English?

I've seen literature that says that there aren't, but I can't figure out then
what this is: 

in + NOUN + ate

egs:`

in + vestige + ate  -->  investigate  (but not *investige or *vestigate)
in + cinder + ate   -->  incinerate  (but not *incin(d)er or *cinerate)
in + vigour + ate   -->  invigourate  (but not *invigour or *vigourate)
en + capsule + ate  -->  encapsulate  (but not *encapsule or *capsulate)
