I think this "socio-functionalism" is essentially what Putnam proposed
in 'Representation and Reality' in 1986. Interestingly, in  that  book
he also gave a very concise statement as to why 'Cognitive Science' is
on the wrong track, if not a 'virtual train' (of thought).
