An INCOMPLETE system is a system that allows you to express propositions
which can be neither proved nor disproved within the system.  Goedel's
proof applies to formal systems which are:

1) consistent (in an inconsistent formal system it is possible to prove
   anything, but such systems are not very useful), and

2) powerful enough to include arithmetic.
