Consider a conscious entity processing at a faster rate than ourselves. 
Since it could do all and more than we could, and could simulate us by 
working very s-l-o-o-o-o-o-w-l-y, I think we would want to recognise 
them as conscious.

As for whether we recognise those with a slower processing rate than 
ourselves as being conscious may well depend on whether we want those 
with a faster rate of processing than ourselves to recognise US as 
conscious. Recognise the consciousness of others as you would have them 
recognise you...

Hmmm.....tangent....while we're debating whether the best AI contrsuct 
is conscious, it is debating whether we are conscious......
