"Allow this form of cheating!"

I think that the AI should be allowed to cheat in getting information
if the effort in getting the information another way is too high.

For example, lets say the AI needs information about a graph,
but the information in the graph is only made publicly available next 
turn. 

The AI system will be able to get a good approximation to the
graph by plotting a polynome through it, and/or by taking
 into account numerous factors. This, however, will take time running
and programming. 

Just taking the right value from the environment
will be easier, but will not change behaviour much.
