	This is not true.  As I said before, Germany, like most countries,
allows naturalisation and many German-born non-citizens have taken advan-
tage of this through the years.  It's just not automatic the way it would 
be if Germany had jus solis.  Furthermore, the arrival of large numbers of 
non-German-speaking "ethnic Germans" (not all of whom actually are) from
the Eastern bloc, all of whom do automatically receive citizenship, only
exacerbates the contrast in treatment.
