	Yes--a charter is merely an opinion which one may accept or
reject at will.  A group is and becomes what it's participants 
choose--often times quite unconsciously.  Like an FAQ--a charter
is nothing more than an opinion.

	I agree--but J.D. has always been this way and it's doubtful
he can change.  He needs things very concrete and wrapped in neat
