S.V. Shastri (Shivaji University, Kolhapur, India) - along with his
colleagues - has done a lot of work on Indian English.  He was primarily
responsible for building the Kolhapur Computer Corpus of Indian English 
(1 million words of written Indian English, dating from 1978).

Gerhard Leitner (FU Berlin) has also done quite a lot of work on
Indian English, mostly based on analyses of the above corpus.
