If you're talking about speech output for people who can't speak, that 
falls into the general field of "augmentative/alternative communications" 
(AAC) and your first stop should be the Trace Center at the University of 
Wisconsin/Madison, which does a lot of research in this area.  They have 
a gopher server (gopher.trace.wisc.edu, if I remember right) and probably 
have some web pages.  They also publish resource books listing available 
systems.
