The number for OKI Semiconductor techical support in the US is
(800) 233-4654.  They gladly sent me the OKI Voice Synthesis
LSI data book and a bunch of ApNotes, but did not (yet?) have
any knowledge or literature of the VR chip.  I assume that
they will have such some time after the chip is really available.
