I don't believe this would be legal without changing band.  The FCC has 
rules on the use of each frequency and I doubt they allow this type 
of transmission on 11 meters.  There are many publications on using 
packet modems.  You need a TNC and the correct cabling to tie a radio 
into a RS-232 port.  I know some people have used modified modems to 
operate as TNC's.  The other thing you probably need is a radio licence.  
It is very easy to get one.  If you either pick up a book or a program to 
teach you the questions necessary to pass the Technician No Code test you 
could pass the test easily.  You would have radio privaliges for most 
frequencies that people operate packet radio on.
