The metal case of the sensor must be wired to circuit ground...
This makes the metal case act as a Faraday cage, protecting the sensor
from electromagnetic noise.

A diagram shows a wire soldered to the ground pin and the metal case of
the GP1U52X.  I had this problem (noisy output) before I grounded the
case.
