taught to walk using some form  of neural net. I am interested in duplicating
this sort of experiment, but I do not know how to make a NN which will 
work in this way."

Randall Beer is one researcher who has done this. He used a genetic 
algorithm to train NNs to form central pattern generators for a 
6 legged beast.
