  Sorry I forgot to include some suggestions and cost.  I haven't been
following the latest trends in cheap single chip microcontrolers from 
everyone but Motorola has some nice 8 bit controllers that are simple to 
use and reasonably cheap for the chip. The 68(HC)705 series are programmable
and have a range of features including A/D ports, timers, etc.  One of the
ones I just got is One Time Programmable and is in a 20 pin 300 mil package
It has a  timer and 14 I/O lines and the Power req. is minimal (especially
in WAIT or STOP modes). I can't remember the ammount of mem on chip but I 
think it has 2K of PROM and about 112 bytes of RAM ( its a MC68HC705J).
You would have to make a board for it and your EEROM (which you had to do
anyway).   
  Also Motorola just came out with a new line that is compatable with
the 705 series coding and is supposed to be 5 times faster (ie about 
one instruction per micro second ).  I don't remember the series number
but if anyone is interested I can post it after I look it up.

PS.  I think I screwed up my EMAIL address on my last submission.  The one I
