We are looking for submersible DC motors that can operate in shallow
water (2-5 meters).  The motors will be used to propel a prototype of
an underwater robot we are building.  We are aware of some
commercial ROVs, but they are too expen$ive for our budget (< $5000).  
Also they do not have the sensors and configuration that
we need.  The only submersible motor we have found so far is a heavy-duty
and bulky type intended for deep-water operations (> 20,000 feet).  What
we need is something smaller that can reasonably move a vessel of 
roughly 2 kg.  Any pointers and suggestions would be greatly appreciated.
