The definitive book -- at least in 1988 -- was

@book{wilkins:88a,
	author      = "Wilkins, D.",
	title = "Practical Planning: Extending the Classical AI
                    Planning Paradigm",
	publisher   = MK,
	year        = 1988
}

where MK = Morgan Kaufmann. BTW, Matt Ginsberg tells a funny story about SIPE
in his 1993 book `Essentials of AI' (also MK).

You may find more info at the SRI AI center WWW site:

Hope this helps.
