The correct answer is that the networks would have to become a great deal
faster on a global basis.  If you'd like an example, post a simple message
to alt.test that has as it's subject "TEST", and contains a simple
statement for a body, such as "This is a test".  All posts to the *.test
groups are 'bounced' by 'bots' all over the place that automatically reply
to the author giving the date, time and location that it was bounced from.
Such a post will get you quite a few E-mail messages from all over the
world.

After posting a note to alt.test, you'll find that your post can take
several days traversing the net to remote parts of the globe.  I think the
worst time I ever saw was about a week to bounce to a bot in Jacarta when
the net was slow.  The best bounce time I ever saw was on a post that
bounced in slightly greater than 23 hours from a bot in New Zealand.  That
is just the time it took to get there.  It does not include the time to
return.
