This is an interesting thread, and those wishing to taste its historical 
background should read Olaf Stapledon's _Star Maker_ (1937, numerous 
reprints since).

Also a short paper by A. D. Maude, _Life in the Sun_ that appeared (no. 
85) in the unsurpassed (and inexcusably OP) collection edited by I. J. 
Good, _The Scientist Speculates_  (1962, paperback 1965)
