Let's see. You want someone with a Master's degree in a quantitative field,
some medical knowledge, proficiency with statistical programming tools and
knowledge of Unix/Windows. And 4 years experience to boot.

Considering your requirements, your salary offer is insulting. I doubt whether
anyone with the necessary skills would take a job at that salary. At least, I would
hope they would not. It is slave wages for a job requiring considerable skills.
