Although not too close to California, the University of Rochester is a
great place to get involved in NLP.  James Allen and Len Schubert are
here in the Computer Science Dept.  Mike Tanenhaus in the Brain and
Cognitive Science department is also a great resource, since most of
his work is in psycholinguistics.  James might sound familiar, since
he is the author of a popular textbook in the field.
