	Towards the end of last month /begining of this month someone
	posted an article on obtaining information on the TSP
	from a university in germany (can't remember which one). At the
	end they mentioned a system combining GA and SA which outclassed
	other methods for the TSP.

	If anyone can remember which University it was or if the original 
	poster could mail me with the details it would be a great help.
	I am especially interested in the referance to the hybrid GA.
