In the paper 'Scheduling Problems and Traveling Salesmen: The Genetic Edge
Recombination Operator' by Whitley et al, the city layouts used to test
the Genitor TSP package are "part of a package put together by G.Liepins of
the Oak Ridge National Laboratory for testing new approaches to the TSP".

Does anyone have any information on this package, where it can be found
and with what criteria the city layouts were chosen.

Thanks
