Something like this has beeen done already. Have a look in
/pub/contest on ftp.informatik.uni-hildesheim.de. The contest was
called "The Hildesheim Open Programming Contest". The software is
called "mice".
The game server needs C++ to be built, but the participants can use
anything that can be linked with C++ on your site.
